Devolution effects on Town and Parish Councils in Cornwall

The BBC reports that some town and parish councils in Cornwall are set to increase local taxes, saying they are having to do so as they take over services once managed by Cornwall Council, including library and toilet provision.  Newquay Town Council has agreed a 90% increase in its share of the council tax bill, adding around £100 to the average annual bill.
